Cat Rambo, co-editor of Fantasy Magazine and a personal friend of mine, recently wrote a great how-to blog post about online publicity for writers (http://catrambo.livejournal.com/230443.html) (link updated 03/27/09).
Some of the ideas may seem basic, like starting an author website, and some of them are more esoteric than I personally feel are worth the time investment necessary to maintain them, but many are quite useful, and I've never seen this sort of information collected so thoroughly in one place.
So I recommend that all fiction writers take a look--especially authors looking to promote their stories appearing in online magazines like BCS. Thanks, Cat!
