I came across a great editorial (http://www.abyssandapex.com/200904-editorial.html) today by Wendy S. Delmater, Editor-In-Chief of the online semipro zine Abyss & Apex (http://www.abyssandapex.com/). Her very sensible suggestion is to change the Hugo categories to fix the purported problem (that Locus wins the semipro zine award every year). Her suggested split also makes great sense to me--separating the semipro zines that mainly publish fiction from those who only publish non-fiction and reviews.
