I don’t quite understand your questions, but I will answer what I think they are asking. :)

We are open to submissions from writers anywhere in the world.

The SFWA pay-rate is the pay amount that SFWA calls “professional rate.” That amount is currently five cents per word, in US dollars. We will pay foreign writers that same amount. I don’t know whether any foreign SF/F association calls that “professional rate” or not.
